Senior Vice President, Information Technology and Knowledge Management
As senior vice president of information technology and knowledge management, To oversees all aspects of SVCF’s information technology, cybersecurity and knowledge management.
Previously, To was director of information technology at the David and Lucile Packard Foundation, where he oversaw all facets of information technology, including infrastructure, operations, security, enterprise applications, data and integration solutions and portfolio management.
Before that, he served as area chief information officer for Kaiser Permanente, where he led overall strategic positioning, solution services and IT operations to support hospitals, medical centers and corporate functions in Northern California. He also served as Kaiser Permanente’s executive director of HealthConnect, an electronic medical record system used (at that time) by over 70,000 clinicians and employees in 100+ facilities serving 3.8M+ patients in Northern California.
To has a B.S.in mechanical engineering from University of California, Santa Barbara.
